Decision summary

A Fitness to Practise Panel that sat remotely on 4-10 May 2021, has found allegations that Joanne Heather:

• failed to ensure individual’s Integrated Care and Support Plans were carried out

• instructed colleagues to falsely complete medication records and did not maintain accurate and correct case notes

• failed to attend to scheduled visits for service users and claimed payments for falsified visits

• did not accurately ensure the safety and safeguarding of service users

proved against Joanne Heather a registered domiciliary care manager.

The Panel found Joanne Heather’s current fitness to practise was impaired and imposed a Removal Order which means she is no longer registered as a domiciliary care manager and can not work in any social care role requiring registration in Wales.

Joanne Heather has the right of appeal to the Care Standards Tribunal within 28 days.

Summary of allegations

It is alleged that Ms Heather, whilst working as a Domiciliary Care Manager at Home Instead Senior Care, that she

• failed to ensure individual’s Integrated Care and Support Plans were carried out,

• instructed colleagues to falsely complete medication records, did not maintain accurate and correct case notes,

• failed to attend to scheduled visits for service users and claimed payments for falsified visits

• did not accurately ensure the safety and safeguarding of service users
