Decision summary

A Fitness to Practise Panel that sat remotely on 19-21 April 2021 has found allegations of failing to follow an employer’s policy, speaking inappropriately to a colleague and using an inappropriate technique in restraining a young person proved against Ryan Howells, a registered residential child care worker.

The Panel found Mr Howells’ current fitness to practise was impaired and imposed a Removal Order which means Mr Howells cannot work in a registered social care role in Wales.

Mr Howells has the right of appeal to the Care Standards Tribunal within 28 days.

Summary of allegations

It is alleged that during an offsite activity Mr Howells:

  • failed to follow the employers mobile phone policy showing Young Person A images
  • spoke inappropriately to Young Person A and Colleague 1
  • Used inappropriate technique and/or disproportionate force in restraining Young Person A

It is then alleged that Mr Howells provided his employer and later Social Care Wales with a written statement falsely claimed to have been made by / signed by Colleague 1, behaving in a dishonest manner.
