Decision summary

A Fitness to Practise Panel has found convictions regarding two counts of arranging or facilitating commission of a child sex offence, proved against Shannon Vicary, a registered domiciliary care worker. They also found proved that she was made subject to a Sexual Harm Prevention Order and must register as a Sex Offender indefinitely.

The Panel found Shannon Vicary’s current fitness to practise was impaired and imposed a Removal Order which means she will be unable to work in a regulated social care role in Wales. Shannon Vicary’s name will be taken off the Register and placed on the List of Persons Removed.

Shannon Vicary has the right of appeal to the Care Standards Tribunal within 28 days.

Summary of allegations

Whilst registered as a Domiciliary Care Worker:

1. On 2nd February 2021 Ms Vicary was convicted and later sentenced at Cardiff Crown Court on the 28thJune 2021 for the following criminal offences:

(i) Two counts of Arranging or Facilitating commission of a child sex offence, contrary to Section 14(1) of the Sexual Offences Act 2003

(ii) Made subject to a Sexual Harm Prevention Order until further Order under Section103 of the Sexual Offences Act 2003

(iii) must register as a Sex Offender indefinitely pursuant to Section 92 of the Sexual Offences Act 2003
