About the consultation

We’re reviewing the National Occupational Standards (NOS) for:

  • Health and Social Care
  • Children’s Care Learning and Development

The NOS are standards that describe what’s expected of someone working in social care or early years and childcare. They’re used across the UK – in Wales, England, Scotland and Northern Ireland.

NOS describe the knowledge, skills and understanding needed to do a particular job to a nationally recognised level of competence. It’s important these standards are up to date and relate to the skills and knowledge needed in different roles.

Why are NOS important?

NOS can be used as a basis for a wide range of activities, such as:

  • qualifications
  • quality standards and benchmarking
  • learning and development
  • recruitment
  • organisational planning and improvement

By taking part in this consultation you can help make sure that the NOS are fit for purpose and reflect current practice.

Why are we reviewing the NOS?

It has been more than 10 years since the NOS were last reviewed. The NOS need to reflect current practice, policy and terminology across the UK, and be current and relevant for all four UK partners.

What have we done so far?

We’ve worked with the Scottish Social Services Council (SSSC), who are leading the review, and other UK partners to review the existing 212 NOS to make sure they’re fit for purpose, and give people working in the sector the skills needed to meet the demands of modern health and social care. As part of this review, we carried out a gap analysis to understand which aspects of the NOS we needed to update and how, so there’s a clear reasoning for the changes.

What specific areas are we consulting on?

The review identified some gaps in content. For example:

  • trauma informed practice
  • dignity, kindness and compassion
  • participation and decision making
  • neurodiversity
  • sustainability.

We’ve dealt with all the gaps throughout the revised NOS.

We’ve updated and simplified the terminology to reflect current practice. The terminology used reflects the expected roles and responsibilities. For example, using words that reflect different levels of responsibility, such as:

  • support
  • promote
  • lead.

Looking at the sample NOS we want to know if you think we’ve addressed the improvements needed well enough.

Who has been involved in reviewing the NOS?

The review is UK wide.

Throughout the review, we have worked in collaboration with:

  • different stakeholder advisory groups across the UK
  • the SSSC development group
  • subject experts
  • representatives from across the sector
  • people with lived experience of care and support services.

Who is this consultation for?

  • We want to hear from people with an interest in the NOS whether you’re:
  • a social care worker
  • early years practitioner
  • employer
  • training provider
  • an individual who uses care services, or you care for someone who uses services.

How can I take part in the consultation?

The consultation is open from 4 August to 19 September 2025.

  • This is an online consultation. You’ll need to complete it in one go, it doesn’t save your progress.
  • Before starting the consultation, please have a look at the four sample NOS provided. You will see examples of where we have made improvements clearly illustrated and the questions in the consultation relate to these points.
  • The consultation takes about 15 minutes to complete.
