Decision summary

A Fitness to Practise Panel that sat on 3 - 4 August 2021 has found allegations of serious misconduct such as conducting an inappropriate relationship with a young person proved against Kayleigh Elkins, a registered residential child care worker.

The Panel found Kayleigh Elkins current Fitness to Practise was impaired and imposed a Removal Order which means she cannot work as a registered child care worker in Wales.

Ms Elkins has the right of appeal to the Care Standards Tribunal within 28 days.

Summary of allegations

It is alleged that when working as a Residential Child Care Worker with Athena Care Group Ltd, that Ms Elkins

· During March, the Registered Person and her daughter took a past resident (young person) aged 15 to a concert in Manchester where there was an overnight stay and alcohol was purchased for the minors,

· Staff asked the young person to refrain from social media for the concert to ensure no pictures or evidence was seen by others,

· The young person was told by the Registered Person "I have broken lots of noses" when he eluded he was going to share the information.
