Employer assessment: information for employers

Information about how employers can assess a worker’s understanding of the social care principles in Wales and endorse their application to register.

What is employer assessment?

Social care workers who don’t have the required qualification to register with us can ask their registered manager, or Responsible Individual if there isn’t a registered manager, to assess their understanding of the principles of social care in Wales, while they work towards getting their qualification. 

This allows you to confirm your workers’ application to register if you’re satisfied they have the appropriate understanding. If you’re a registered manager, please contact signatories@socialcare.wales so that we can provide you with the relevant access to do this. 

You should use the information on this page to help you decide if a social care worker is fit to practise and has the appropriate understanding to apply to register with us. 

Evidence

Social care workers are legally required to show they understand the principles of social care in Wales, if we ask them to do so as part of their application to register with us.

We may ask you to share the information you used to support your decision to endorse your worker’s application. Care Inspectorate Wales (CIW) can also ask you for this.

You should use this evidence log to record your evidence against the criteria set out in the form. You and your worker can use the completed form to show they have the appropriate understanding and are fit to practise.

What counts as evidence?

You can include examples of: 

  • probation review and induction activities 
  • training records or course attendance 
  • certificates gained through assessed training, such as moving and handling, first aid and food hygiene 
  • observation, discussions, supervision and/or appraisal notes 
  • team meetings 
  • completing  the All Wales induction framework 
  • feedback from colleagues and people who use care and support. 

Qualifications

We recommend that social care workers complete the All Wales induction framework (AWIF) in the first six months. 

Social care workers who register through employer assessment must complete one of the current qualification options listed in the qualification framework.

We expect most social care workers to do this in three years, but they have up to six years to complete it.

Who can complete an employer assessment?

To complete an employer assessment, you must be an approved competence assessor for your organisation. This role is generally held by the registered manager of the organisation and is a separate role to that of a lead or additional signatory. 

If there is no registered manager present, the Responsible Individual of the organisation can nominate a suitable alternative to us.

How to complete employer assessment

  • When an applicant chooses you as their employer assessor, you’ll get an email letting you know.  
  • You have seven days to review and complete the employer assessment.
  • Complete the employer assessment form by noting how the social care worker has shown the appropriate understanding.
  • We can’t process the application until we’ve received the employer assessment. If you don’t submit your employer assessment, we’ll close a person’s application without registering them.

You don’t need to send us your evidence log as we don’t ask for it as part of an application. We may carry out sample checks and ask for copies of the evidence you used to make your decision.
