This is an example of what a values and behaviours framework for a residential childcare setting could look like. It’s based on our practice guidance for residential childcare workers.
This framework is just a guide. You should engage with staff, children, and young people to develop a framework which reflects your individual setting and organisation.
A clear values and behaviours framework enables employers to recruit and manage staff who fit their workplace values and culture, to give the best outcomes for children and young people. It’s the basis for a values-based way of recruiting and managing staff.
There are four sections in the example framework – one for each value. Under each of the values, you’ll find a list of example behaviours.

The example framework
The four values and behaviours in this example framework are:
- child-centred
- respect and compassion
- integrity and responsibility
- teamwork.
1. Child-centred: putting children and young people at the heart of everything we do
2. Respect and compassion: treating everyone with compassion and respect
3. Integrity and responsibility: being open and trustworthy and taking responsibility for everything you say and do
4. Teamwork: working with other people to achieve the best outcomes for children and young people
Values mapping tool
We have a values mapping tool you can download and use to create your own framework.
The tool has four quarters for the values within a circle, this shows how the values should be connected and make up a whole culture. Next to each quarter is a blank box.
How to use the tool
If you have an organisational set of values and behaviours
In the blank space under each value below, write which of your values and behaviours aligns most closely to each of the example values.
If you don’t have a set of values and behaviours
Discuss each of the example values. In the blanks pace below each one, write the behaviours or words that you’d use to describe this value in your setting.
In the tool we have used the example values of:

- respect and compassion
- integrity and responsibility
- teamwork.
