Flying Start leader / manager / person in charge

The leader or manager of a Flying Start setting will usually also be the “person in charge” and will directly manage the setting. They may also be the Responsible Individual.

For qualifications requirements, a childminder who does work with a childminder assistant(s) in the setting is defined as a Flying Start Leader. A childminder who doesn’t work with an assistant(s) is a Flying Start Practitioner.

  1. City and Guilds Level 4 Preparing for Leadership and Management in Children’s Care, Play, Learning and Development

Plus in line with WG guidance Flying Start leaders would be expected to complete or be working towards the competency qualification for their role:

  1. City and Guilds Level 5 Leadership and Management of Children’s Care, Play, Learning and Development: Practice

On the Credit and Qualification Framework Wales (CQFW), NVQ Level 4 equated to QCF Level 5 so the level required has not changed.
